The Friction Tax is the productive capacity an organisation loses to conditions it never deliberately designed. It is not a measure of how hard people are working — people are working hard. It shows how much of that effort the system absorbs before it reaches the work.

It gives an indicative estimate from a few inputs. That is enough to show whether friction is worth examining, but it is not an organisation-specific measurement.
